George Soros has been one of the most consequential, yet virtually unexamined, private architects of the post-Cold War information order. Guided by Karl Popper’s liberal philosophy of the “open society,” Soros pursued this vision through the Open Society Foundations by investing heavily in knowledge infrastructures and institutions to shape the epistemic foundations of post-socialist societies. My project conceptualizes these interventions as information philanthropy and reconstructs their operation through a historical study of the University Internet Centers, a $100 million program that built Internet infrastructure across Russia. The research combines archival reconstruction, early web analysis, oral history, and media sources, anchored in unique access to the Open Society Foundations’ corporate archives. The project advances histories of global networking, post-Soviet science, and post-Cold War infrastructural governance.
